In this context, to standardize time observance, the government has drafted comprehensive rules for mandatory use of Indian Standard Time (IST) on all official and commercial platforms.

The Legal Metrology (Indian Standard Time) Rules, 2024 aim to establish a legal framework to standardise timekeeping practices. This framework mandates IST as the sole time reference for legal, administrative, commercial and official documents. This means that any time references other than IST will be prohibited for official and commercial purposes.

According to the draft rules, “IST will be the mandatory time reference in all sectors, including commerce, transport, public administration, legal contracts and financial operations.”

Exceptions allowed

A senior government official said that precise timing with nanosecond accuracy is required for strategic and non-strategic sectors. Hence, exceptions will be allowed for special areas like astronomy, navigation and scientific research for which government approval will have to be taken first.

It is worth noting that the Department of Consumer Affairs is developing a robust time creation and dissemination mechanism in collaboration with the National Physical Laboratory and the Indian Space Research Organization (ISRO). The ministry has asked stakeholders to give suggestions on the draft rules by February 14.
