November 12: On the day of Diwali, at around 5.30 am, a part of the under-construction Silkyara-Dandalgaon tunnel collapsed, 41 workers were trapped. Rescue work was started by Uttarkashi district administration and oxygen, electricity and food items were made available to the trapped workers through pipes by creating pressure from the compressor.
Several agencies, including the National Disaster Response Force (NDRF), Uttarakhand State Disaster Response Force, Border Roads Organization (BRO) and the National Highways and Infrastructure Development Corporation (NHIDCL), which is constructing the project, and the Indo-Tibetan Border Police (ITBP) are involved in the rescue operation. November 13: Contact was established with the workers trapped in the tunnel through a pipe to supply oxygen. Chief Minister Pushkar Singh Dhami reached the spot amid rescue operations.
There was no significant progress in removing the debris accumulated in the collapsed part of the tunnel, while the ongoing landslide from above made rescue operations difficult. As a result, the debris accumulated in an area of 30 meters spread up to 60 meters.
A strategy was made to evacuate the workers by strengthening the loose debris with the help of ‘shotcreting’ and then drilling and inserting a large diameter steel pipeline.
November 14: With the help of auger machine, 800 and 900 mm diameter pipes were brought to the spot for horizontal drilling in the debris. However, rescue operations were hampered by debris falling into the tunnel and minor injuries to two rescue workers.
A team of experts started surveying the tunnel and the soil around it.
Supply of food, water, oxygen and electricity continues to the people trapped in the tunnel. Some people in the tunnel complained of vomiting, after which medicines were also provided to them.
November 15: Dissatisfied with the performance of the first drilling machine, NHIDCL ordered a state-of-the-art American auger machine from Delhi to speed up the rescue work.
16 November: High capacity American auger machine was added and installed in the tunnel. The machine started working after midnight.
November 17: After working overnight, the machine drilled 22 meters and inserted four steel pipes. While laying the fifth pipe, a loud noise was heard due to the machine hitting something, after which the drilling work was stopped. The machine also got damaged. After this, another high capacity auger machine was called from Indore to assist in the rescue operations.
November 18: Due to the fear of debris falling due to vibration from the heavy machine in the tunnel, drilling could not start. The team of officials and experts from the Prime Minister’s Office decided to work together on five plans, including the option of reaching the workers by drilling horizontally above the tunnel.
November 19: Drilling halted while Union Road Transport and Highways Minister Nitin Gadkari reviewed the rescue operation and said horizontal drilling using auger machines was the best option to reach the workers. He expressed hope of getting success in two to two and a half days.
November 20: Prime Minister Narendra Modi spoke to Chief Minister Dhami on phone and took stock of the ongoing rescue work in the tunnel and stressed on keeping the morale of the workers high. Rescue workers drilled into the debris and inserted a six-inch diameter pipeline, which helped supply large quantities of food, clothing and other essential items to the workers trapped in the tunnel. However, drilling stopped due to boulders coming in front of the auger machine and could not be started.
