All the officers and employees of Madhya Pradesh will now be given salary on the first day of the month under any circumstances. In view of the complaints of delayed salary, the Chief Revenue Commissioner has asked all the Divisional Commissioners and Collectors to direct the Drawing-Disbursement Officers (DDOs) that there should not be any delay in disbursement of salaries to the employees.
There are 15 lakh employees in the state including regular, contractual, permanent employees and all other cadres. Complaints were coming especially from the districts that salaries are being given on the 5th to the 10th. In the election year, the government took this complaint seriously and gave instructions to the divisional commissioners and collectors.
Guest teachers will be posted in CM Rise schools as well-
There is shortage of teachers in CM Rise schools of the state. This is the reason why guest teachers will be appointed in these schools also. The Tribal Affairs Department has issued instructions in this regard. There is a provision to appoint guest teachers through the Guest Teacher Management System (GFMS).
The department has formed a committee under the supervision of departmental district convenors, wherever there is a problem in the recruitment process through the portal, which will complete the recruitment process. These are the same schools which claim to provide world class facilities.
The posts of more than 50 thousand teachers are vacant in the schools run by the School Education and Tribal Affairs Department. Both the departments also run CM Rise Schools. In which the posts of teachers are not being filled.
Madhya Pradesh announces 4% hike in Dearness Allowance (DA) for state employees-
The Madhya Pradesh government has decided to increase the Dearness Allowance (DA) of state government employees by 4 per cent, which will bring it at par with the DA proposed by the central government. CM Shivraj Singh Chouhan announced to increase DA for state government employees.
The decision to increase the dearness allowance is being seen in connection with the assembly elections to be held in the state at the end of the year. The MP government had also announced to increase the DA for state government employees after the cabinet meeting on March 15. MP Home Minister Narottam Mishra had told that the allowance has been increased with retrospective effect from January 1, 2023.
Decision to give benefit of third time scale pay scale –
The Chief Minister of Madhya Pradesh informed that his government had also decided to give benefit of third time scale pay scale (third time scale pay scale) to the state government employees who completed 30 years of service in 2014. He further said that the state government has also decided that all those who have completed 35 years of service by July 1, 2023, will also be given the benefit of the fourth time scale pay scale.
Dearness Allowance/Dearness Relief Increase –
The order states that due to this DA hike, the arrears of Dearness Allowance from January to June will be paid in three installments. The CM said that under the sixth pay scale, all the employees of Madhya Pradesh state government would also see a proportionate increase in their dearness allowance.
In the video message, the CM said-
Our government has always been an employee friendly government. We have taken several revolutionary decisions in the interest of the employees. Recently, I had announced that we will give dearness allowance at par with that of the Center to the state employees, in the same sequence, we have decided to give 42% dearness allowance at par with that of the Center from January itself. From January to June 2023, the arrears of dearness allowance will be given in 3 equal installments.
All those employees who are getting the sixth pay scale, their dearness allowance will also be increased proportionately. We had also decided in 2014 to give 3rd time scale pay scale to our employees who have completed 30 years of service. Now we have also decided that all those who have completed 35 years of service by July 1, 2023, will be given the fourth time scale pay scale.
Electoral equations also dominate –
Elections will be held for 230 assembly seats in Madhya Pradesh by the end of the year. In the 2018 assembly elections, the Congress emerged as the single largest party with 114 seats and formed the government in the state, while the BJP came second with 109 seats. However, the Kamal Nath-led Congress government fell in March 2020 following a rebellion by MLAs loyal to Jyotiraditya Scindia. Scindia and his supporters later joined the BJP, bringing the saffron party back to its stronghold once again.

The Odisha government also announced a 4 percent increase in DA for its 7.5 lakh employees and pensioners with retrospective effect from January 23. The DA for Odisha government employees has now been increased to 42 per cent and will be reflected in the June salary. Last month, the Congress-led government in Karnataka also increased the DA for its employees by 4 per cent with retrospective effect from January 1, 2023. DA in Karnataka has been increased from 31 percent to 35 percent.
