Prime Minister Narendra Modi has given clear instructions to the Union Secretaries to show the way out to corrupt and non-performing government employees. In this context, he ordered immediate action to retire non-performing employees citing the Pension Rules (CCS).
Appraisal of employees: PM Modi directed Union secretaries to appraise the performance of employees. Under the CCS (Pension) Rules, the government has the right to retire any employee if he is unfit to continue in service.
Retirement process:
Retired employees will be given a three-month notice or they can be retired by paying three months’ salary and allowances. These instructions have been issued after the results of Jammu and Kashmir and Haryana assembly elections.
Legal options:
Retired employees will have a chance to present their case and can challenge the retirement order in court. More than 500 government officials have been given compulsory retirement so far using CCS (Pension) Rules.
Resolution of public grievances:
The Prime Minister also said that ministries and secretaries should resolve public grievances quickly instead of pushing files from one desk to another. He urged secretaries to set aside one day every week for grievance redressal and state ministers to monitor it.
The Prime Minister said that in the last 10 years, the PMO has received 4.5 crore letters regarding people’s grievances, whereas during the tenure of former Prime Minister Manmohan Singh, only 5 lakh letters were received.
This directive of Prime Minister Modi is being considered an important step towards improving the work performance of government employees and making the administrative process more transparent.
