A big update has come out regarding Pradhan Mantri Awas Yojana (Rural). The team of Accountant General in Bihar has raised objection regarding PM Awas Yojana.

It was revealed in the audit that the amount was given but the benefit of housing was given to some beneficiaries without getting the land registered. The team has said that now the benefits of the scheme will not be given without land registry.

The Accountant General’s team raised many objections regarding the Pradhan Mantri Awas Yojana Rural. Many types of advice have been given in the performance audit of 10 districts. The Secretary of the Rural Development Department has informed all DM-DDCs about this. They have been instructed to take necessary action regarding quality and transparency in the implementation of the scheme.

Many other suggestions have been given in the letter including waiting list, registration of land in the name of houseless beneficiaries. Especially in the name of Annual Action Plan and Gram Sabha, special instructions have been given on Khanapuri.

Annual action plan has to be prepared

It has been said that an annual action plan is prepared for the scheme, but investigation revealed that the action plan was not determined in time. To achieve the target on time, an annual action plan must be prepared. In any case, an annual list has to be prepared at the Panchayat level. Instructions have also been given to get the waiting list written on the wall.

There will be no more disturbances in the proceedings of the Gram Sabha. Especially liquids should not be used in reports. It has been said that the list of selected beneficiaries is approved in the Gram Sabha, but during the audit, it came to light that the quorum of the Gram Sabha was not completed and irregularities were made in clarifying the situation regarding the eligibility or ineligibility of the beneficiary. .

Now after completing the prescribed quorum, signatures of the present members have to be taken. Clear facts regarding the beneficiaries should be mentioned. It also came to light that families belonging to the disabled category were not getting five percent reservation from the waiting list. In this regard, instructions were given to give the benefit of allotment. Instructions have also been given to provide housing benefits to disaster affected families on priority basis.

Residential land is to be provided for construction of houses to the beneficiaries without residence in the waiting list of the scheme. Those beneficiaries who are not provided residence land by the Revenue and Land Reforms Department, are given funds from the Chief Minister Residence Purchase Assistance Scheme. It was revealed in the audit that the amount was given, but the benefit of housing was given to some beneficiaries without getting the land registered.

It was told that this would raise questions on the ownership of the house. In some cases, despite taking money, either the land was not purchased at all or it was purchased quite late. Instructions were given for regular monitoring in this regard. Recovery action should be taken from those beneficiaries who do not purchase residential land. Also, it has been advised to grant housing approval only after registration of the land in the name of the beneficiary.
