Indian mobile users will be able to get new SIM cards without filling paper forms. According to a recent notification from the Department of Telecommunications (DoT), the paper-based know-your-customer (KYC) process will be phased out from January 1, 2024.
To buy a SIM card from January 1, you will have to do only digital KYC. Earlier, physical verification of documents was done. With the introduction of the new system, the SIM card issue process will become much faster and will also become much easier for the people.

Keeping in view the various changes made from time to time in the existing KYC framework, it has been decided by the competent authority that the use of paper-based KYC process will be discontinued with effect from the instructions dated 09.08.2012. This step is expected to control the cases of SIM fraud. This is also likely to reduce customer acquisition costs for telecom companies.
The process of the paper-based customer verification system requires customers to fill the acquisition form, affix a photograph and attach proof of identity and proof of address with the form. In case of SIM replacement, the KYC process has to be completed within 24 hours of incoming and outgoing SMS facilities.

Other rules related to SIM card
Earlier, DoT had announced that it will be mandatory for telecom companies to do digital verification of every SIM users. Telecom operators will be responsible for police verification. If the changes are not followed, the dealer may have to pay a fine of up to Rs 10 lakh.
Additionally, DoT is deactivating mobile connections of those having more than 9 SIM cards on one identity. A mobile user can have a maximum of nine connections. This is also being done to curb the cases of fraud.
