Ever since the new rules regarding land registry have been implemented in Bihar, there has been a continuous loss in revenue. Under the new rule, land could be sold only through Jamabandi Raiyat. After the implementation of this rule, there was complete silence in the Sub Registrar Office, people started avoiding getting the land registered. Due to this, the registration work had declined by 70 to 80 percent.

However, now the Supreme Court has given relief news. The Supreme Court has issued an order to conduct land registration as per the old rules. The Supreme Court will hear the new rule in the month of September. However, instructions are awaited at the departmental level. After the order of the Supreme Court, there is a wave of happiness among both the buyer and the seller.

The new rule was implemented on 10 October 2019

The Bihar government had implemented a new rule on 10 October 2019 to stop fights over land disputes. Under the new rule, only those in whose name the Jamabandi was registered could sell their land. Many people took refuge in the High Court against this, but the High Court stayed the government’s decision on 25 October 2019. Since then this matter continued. On 9 February 2024, the High Court dismissed the people’s petition, declaring the government’s decision correct.

From February 22, 2024, a new rule for selling land only in whose name the Jamabandi is registered was implemented. After this the matter reached the Supreme Court. Justice S. The division bench of Justice Narasimha and Justice Arvind Kumar has given the order to do land registry on the old rules. After the order issued by the Supreme Court, there is an atmosphere of happiness from Kativ to common people.

Officers are waiting for departmental instructions

Rohtas District Under-Registration Officer Girish Chandra said that after the implementation of land registry rules, the revenue situation had deteriorated. With difficulty some documents were being registered. However, when the old rule was in force, more than a hundred documents were registered. There will be a lot of improvement in revenue collection due to implementation of old rules. No instructions have been received from the headquarters for registration as per the old rules.

Amit Kushwaha, Registration Assistant, Under Registrar Office, Manjhaul, said that after the order of the Supreme Court, the new guidelines for land registration will be stopped with immediate effect and work will be done on the old guidelines. However, this process will start after the departmental order. A new order may be issued at the departmental level on Saturday or Monday.
