According to the information received from the sources, the government can again give exemption in rent to senior citizens, but this time the government can change its terms and conditions like age criteria etc. Government may provide concessional fare facility to people above 70 years which was earlier for 58 years for women and 60 years for men. Sources have indicated that giving these concessions while retaining the subsidy for the elderly is to adjust the financial burden on the Railways. The government is constantly being criticized on this subject.

Significantly, before March 2020, the Railways used to give 50 percent discount on fare to women and 40 percent discount to men for traveling by rail in all classes in case of senior citizens. For this, the minimum age limit for women was 58 and for men was 60 years. But after the Corona period, all kinds of rituals have been abolished, which have not been restored till date.

A source told, ‘We understand that these concessions help the elderly and we never said that we are going to end it completely. We are reviewing it and will take a decision on it. Sources indicated that the Railway Board is considering to change the age criteria for senior citizens’ concession and make it available only to those above 70 years of age. This will limit the liabilities of the Railways.

Railways is also considering another option that ‘Premium Tatkal’ scheme should be started in all trains. This will help in generating higher revenue, which can be useful in bearing the burden of concessions. This scheme is currently implemented in about 80 trains. Premium Tatkal scheme is a quota introduced by the Railways to reserve certain seats with dynamic fare pricing.

This quota is for the convenience of passengers planning their journey at the last minute and willing to spend a little extra. Premium Tatkal fare includes basic train fare plus additional Tatkal charges. Last week, Railway Minister Ashwini Vaishnav had said in response to a question in Parliament that the cost of giving concessions is heavy on the Railways. He had said, “In view of various challenges, it is not desirable to increase the scope of giving concessions to all categories of passengers including senior citizens.”
