There is shocking news for the central employees. Amidst the good news of bonus and DA, the government has issued a new order for the central employees. The Department of Personnel and Training (DoPT), which comes under the Ministry of Personnel, has issued a clarification regarding the action of two or more fines simultaneously. Let us tell you that this rule will be applicable to the employees coming under the 7th Pay Commission.
Government issued order
DoPT has issued an office memorandum saying that during the first action of the penalty, the second action can also be invoked. That is, there is a possibility of two fines simultaneously. The department has said that the sentencing authorities should clearly write in their order that an employee is being punished with two fines simultaneously and both the sentences will run concurrently. It has just been given in this that both the sentences will run concurrently or after one is over, the other will be applicable.
What is the rule?
The Personnel Department has informed that if the authority does not clearly mention it in its order, then both the punishments will be applicable together and will run concurrently. According to this rule, if a subsequent order is carrying a heavy fine, then it will be implemented immediately over the earlier order and after the expiry of its term, if the period of the earlier order is left, then it will also be completed. That is, both the sentences will get together. DoPT has made changes in many rules for the employees getting salary under the 7th Pay Commission.
Will not get pension and gratuity
It is worth noting that before this, the government has also made changes in the CCS (Pension) Rules 2021. Under this, if a central employee is found guilty of serious offense or negligence during his service, then his pension or gratuity or both can be withheld.
Relief in TA rule
Apart from this, the rules related to traveling allowance of central employees have also been changed. According to this, employees are being exempted under the CCS (Leave Travel Concession) Rules 1988 for air travel to the North-Eastern region, Jammu and Kashmir, Ladakh or Andaman and Nicobar. Under this, central employees will be able to take advantage of this facility till September 25, 2024.
