In such a situation, the department of 3.5 to 4 lakh employees of the state is going to change soon. Under this decision, transfers of other departments, bodies and subordinate employees and officers will be done in Rajasthan including the Government Secretariat. In view of the questions being raised on transparency in government work, Chief Secretary Usha Sharma on Thursday issued orders to all HODs to replace such employees.
According to the orders issued by the Administrative Reforms Department, it has been seen that many employees and officers in the Government Secretariat and other departments work for many years in the same seat or post. This adversely affects the transparency of government work.
Transfer will not be done for 5 years if needed
In such a situation, to maintain the transparency of government work, the employee-officer working in any department or office should not be allowed to work on one seat for more than 3 years. Not only this, if there is a special situation or requirement, the employee can be made to work on one seat only for a maximum of 5 years.
The employee or officer working for more than this year will be removed with immediate effect. It may be noted that lakhs of rupees in cash and gold bricks were recovered from a cupboard kept in the basement of the DOIT office.

Instructions for digitizing files
In his orders, the Chief Secretary has also ordered to upload all the files of other departments including the Secretariat in the e-file module. It has been asked to review it in 15 days and prepare its report as well. Along with this, orders have been given to keep the files whose records have not been digitized properly in the shelves.
