Good News: Restoration of old pension and formation of 8th pay commission! Proposal sent to PM Modi and DoPT minister

OPS: In his letter to DoPT Minister Dr Jitendra Singh, AIDEF Secretary General C Srikumar said that meetings of the Departmental Council JCM and National Council JCM should be held regularly in all central ministries, including Defence.

With the formation of the new government at the center, the employee organizations have become active regarding their pending demands. Shivgopal Mishra, convener of the National Joint Council of Action (NJCA) formed for the restoration of old pension and general secretary of AIRF, in his letter to Prime Minister Modi on June 11, has urged that the ‘restoration of old pension’ of the employees who joined government service after January 1, 2004 should be seriously considered. Along with this, the central government should also announce the formation of the ‘Eighth Pay Commission’ as soon as possible. On the other hand, C. Srikumar, member of the National Council of Staff Side (JCM) and General Secretary of All India Defense Employees Federation (AIDEF), has also sent a letter with ’21’ demands to DoPT Minister Dr. Jitendra Singh on June 11. This also includes many other demands including OPS, arrears of DA of 18 months stopped during Covid, CGHS and LTC.

Let us tell you that Prime Minister Modi had sent an inspirational message on the occasion of AIRF’s ‘Shatabdi Mahotsav’ organized in New Delhi on 24 April. In response to that, Shiv Gopal Mishra has now written a letter to the Prime Minister. In this, he has talked about ‘restoration of old pension’ and formation of ‘eighth’ pay commission.

In his letter to DoPT Minister Dr Jitendra Singh, AIDEF Secretary General C. Srikumar said, meetings of ‘Departmental Council JCM’ and National Council JCM should be held regularly in all central ministries including Defence. It is very important to hold meetings on time for effective functioning. According to the 7th CPC pay scale, an order should be issued for the payment of night duty allowance of civilian employees of the Defense Department. Another option of ‘Switch over the 7th CPC’ should be given to the central government employees.

The salary of those employees should be increased who got promotion till 31 December 2015, but their salary is less than that of juniors who got promotion on 1 January 2016. During Covid 19, the Central Government had frozen the arrears of DA/DR for 18 months, now it should be released. The maximum limit of five percent for giving appointment on compassionate grounds to the children of those employees in the Central Government who die during service should be abolished. The family members of the personnel killed during Covid-19 should be given appointment on compassionate grounds. The National Pension System should be abolished. Notional salary increase should be given to those employees whose increment is due on 1 July or 1 January, but they retire on the last day of June and December. Orders have also been issued by various courts in this regard. The Deposit Linked Insurance Scheme under GPF should be increased to six lakh rupees.

For central government pensioners, the ‘modified portion of pension’ should be made in 12 years instead of 15 years. As per the recommendations of the Parliamentary Standing Committee, CGHS Wellness Centre should be established in every district. Eighth Pay Commission should be constituted without any delay. Those central employees who avail the facility of LTC 80 and take air tickets for Andaman and Nicobar Island from any other agent instead of the authorized agent on the lines of North East and J&K, should be given a one-time exemption. Defense sector employees should be allowed accumulated 300 plus 30 days of EL on the lines of non-industrial employees. AIDEF General Secretary has sought time to meet DoPT Minister Dr. Jitendra Singh regarding the above demands.
