New transfer policy implemented: After the cabinet meeting held in Maheshwar, the state government has issued orders of the revised Transfer Policy 2025. Now the ministers will have the right to allow transfers in their departments, but this can be done only under special circumstances.
Restrictions on transfers, but exemptions will be given in some cases
The government has banned the transfer of officers and employees at the state level. However, transfers can be made in some exceptional circumstances. For this, it will be mandatory to take approval from the concerned departmental minister.

In what cases can transfers take place?
on the basis of serious illness
- If an employee is suffering from a serious disease like cancer, paralysis, heart attack, then transfer will be possible.
under court order
- If an order is given by a court which is mandatory to be obeyed and no other legal option is available, then transfer can be done.
- But in this situation there should not be any disciplinary action pending against the employee.
under disciplinary proceedings
- If charges of serious irregularity, negligence or corruption have been proved against an employee and action has been taken against him under Rule 14 or 16 of MP Civil Services (Classification, Control and Appeal) 1966, then he can be transferred.
Involvement in corruption or criminal case
- If a criminal case has been registered against an employee by the Lokayukta, EOW or police, or if the investigation is likely to be affected because of initiation of prosecution proceedings, he or she will be transferred.
Based on administrative needs
- A transfer may be made if there is a need for appointment to a post due to suspension, promotion, retirement, withdrawal from deputation or death of the employee.
- But it will be ensured that there is no vacant post from where the transfer is being made and there are not excess staff at the new place.
On completion of the project
- Transfer will be possible after completion of any government project or in case of transfer of that post elsewhere.
Approval from Chief Minister’s Office mandatory
If the decision of any transfer is related to the Chief Minister’s Office, then the Secretary of the concerned department will have to issue the order after taking administrative approval. If the transfer is not found to be in accordance with the policy, then the matter will be sent to the departmental minister and then to the Chief Minister’s Office for approval again.
