New Delhi. Many cities including the country’s capital Delhi are troubled due to pollution. The smoke spread due to the stubble being burnt in Haryana, Punjab and Uttar Pradesh has made it difficult for people to breathe.
Along with the stubble fire, the smoke from vehicles also contributes significantly to increasing pollution. The government has taken several steps to control pollution. Now to control the number of vehicles in Delhi, the MCD is considering doubling the parking fee of vehicles. A proposal in this regard will be presented in the House meeting to be held on November 14.
The Municipal Corporation of Delhi (MCD) is planning to double the parking charges at around 400 parking lots in the city. On Friday, the Commission for Air Quality Management (CAQM) while reviewing the implementation of the Graded Response Action Plan (GRAP) directed the MCD to re-evaluate the public parking fee structure. The MCD had earlier come up with a proposal to quadruple the parking fee, which was rejected by the House.
Attempts were made to increase the fee earlier too.
An MCD official said that in the last nine months, even before the implementation of GRAP rules, MCD had proposed five or six times that as soon as GRAP II is implemented, the commissioner should get the right to increase the parking fee up to four times. Apart from this, a proposal to regulate the parking fee on the basis of the location and crowd of the area was also placed in the House. However, no action was taken on both the proposals. Later, in September, the proposal to increase the fee as per GRAP was sent back. It is not possible to take it forward without the consent of the elected representatives.
There may be a legal dispute
The Municipal Corporation also clarified that parking operations are done under monthly license agreements of contractors, so increasing the fee is not that easy. The MCD’s air pollution report states, “Sudden termination of existing contracts may lead to a legal dispute. Despite this, on October 4, all parking contractors were advised to follow the instructions to maintain smooth traffic management.
