The Department of Expenditure (DoE) under the Finance Ministry has recently made a partial change in a rule, due to which thousands of central employees will benefit. In fact, the department has announced to give Dress Allowance to the employees twice a year.

Earlier, this allowance was given only once a year. Let us tell you that some financial benefits are given to meet the cost of purchase and maintenance of uniform or any other special attire of government employees. This system, implemented after a circular issued in 2017, was a painful issue among employees recruited after July, as they had to wait for almost a year to get the benefit.

How will the allowance be calculated?

According to a circular issued by the Finance Ministry, the uniform allowance consists of several components such as dress allowance, equipment allowance, kit maintenance allowance and shoe allowance. Under the new rules, the uniform allowance will be calculated on a pro rata basis using a formula.

For example, suppose an eligible employee joins service in August and is entitled to dress allowance of Rs. 20,000 per annum. As per this formula, he will get dress allowance on pro rata basis, which will be Rs. (20,000/12 x 11), i.e., Rs. 18,333.

The ministry’s decision comes in response to the long-standing demand of employees to provide clarity on the rule allowing payment of dress allowance in July itself.

How much is the dress allowance paid?

The dress allowance covers only the basic uniform of the employees. Other special clothing requirements of the employees are covered separately by the concerned ministries. Some central government employees are paid dress allowance based on the recommendations of the Seventh Pay Commission.

The dress allowance recommended by the 7th Pay Commission includes allowances related to maintenance and washing of uniforms. The Commission has also recommended that whenever there is a 50 percent increase in DA, the dress allowance will be increased by 25 percent.

All are entitled to a dress allowance of Rs 10,000.

The circular further states that officers of the Military Nursing Service (MNS), Police Officers and ACPs of Delhi, Andaman and Nicobar Islands, Lakshadweep, Daman and Diu and Dadra and Nagar Haveli Police Service, executive staff of Customs, Central Excise and Narcotics Department, officers of the Indian Corporate Law Service (ICLS), Legal Officers of NIA, Immigration Personnel Bureau (in Mumbai, Chennai, Delhi, Amritsar, Kolkata) and all posts of the Bureau of Immigration are entitled to an annual uniform allowance of Rs 10,000.

All employees below the rank of Officer in the Defence Services/CAPFs/Railway Protection Force/Union Territory Police Forces and Indian Coast Guard and Station Masters of Indian Railways are also entitled to an annual uniform allowance of Rs. 10,000.
