Between the good news of bonus and DA, there is another big news for the central employees. The Department of Personnel and Training (DoPT), which comes under the Ministry of Personnel, has issued a clarification regarding the action of two or more fines simultaneously. This rule will be applicable to the employees coming under the 7th Pay Commission.
The DoPT has said in the Office Memorandum issued on October 28 that during the first action of the penalty, the second action can also be invoked. The department has said that the sentencing authorities should clearly write in their order that an employee is being punished with two fines simultaneously and both the sentences will run concurrently. In this, it has to be told whether both the sentences will run concurrently or after one is over, the other will be applicable. Apart from this, will the punishment given earlier, or will the second punishment be effective on him?
How the two punishments will be implemented
The Personnel Department has said that if the authority does not clearly mention it in its order, then both the punishments will be implemented simultaneously and will run concurrently. Not only this, if the order given later is going to be with a big fine, then it will be implemented immediately over the earlier order and after the expiry of its term, if the period of the earlier order is left, then it will also be completed. DoPT has made changes in many rules for the employees getting salary under the 7th Pay Commission.

Earlier, the government has also changed the CCS (Pension) Rules 2021. Under this, if a central employee is found guilty of serious offense or negligence during his service, then his pension or gratuity or both can be withheld. The authority empowered to take this action will have the right to stop the pension and gratuity of the retired employee.
In the rules of traveling allowance, changes have also been made in the rules related to traveling allowance of relief
central employees. It said that employees are being exempted under the CCS (Leave Travel Concession) Rules 1988 for air travel to the North-Eastern region, Jammu and Kashmir, Ladakh or Andaman and Nicobar. Under this, central employees will be able to take advantage of this facility till September 25, 2024.
