In a circular issued by Railway Board’s Pay Commission-VII and Deputy Director of HRMS, Jaya Kumar, it has been said that the dearness allowance of railway employees has been revised, which is effective from January 1, 2023.

According to the circular issued by the Railway Board viral on social media, a letter was issued by the Ministry of Railways on October 4, 2022, regarding the revised dearness allowance of railway employees, which states that on behalf of the President It has been decided to pay dearness allowance to railway employees. This dearness allowance is effective from January 1, 2023.

How much will be the benefit

It has been said in the circular of the Railway Board that it has been decided to increase the dearness allowance in the salary of railway employees from the earlier 38 percent to 42 percent. Further, this circular also states that the term ‘Basic Pay’ in the revised pay structure means the pay drawn in the prescribed level in the pay matrix as per the 7th CPC recommendations accepted by the Government but shall not include any other pay like special pay etc. Salary in kind is not included.

What will not be valid

As per Railway Board’s circular, Dearness Allowance shall continue to be part of the pay of the employees and shall be brought within the ambit of Rule 1303 (FR 9(21)), Indian Railway Establishment Code, Vol. II (Sixth Edition – 1987) Second Reprint 2005 will not be treated as salary. It states that the payment of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and fractions of less than 50 paise may be ignored.
