In fact, under Rule 24 of the Haryana Civil Services Government Employees Conduct Rules, 2016, it is necessary to file property returns on time every year. Under this, it is necessary to tell how much commercial, residential, institutional, agricultural land is there and how much is the income from it. Despite repeated extension of the deadline, the online annual property return was not filed by many employees and officers, after which the state government has decided to take strict action.

Such government employees and officers hiding the details of the property will now be charge sheeted. Orders have been issued to all Administrative Secretaries, Heads of Departments, Divisional Commissioners, Registrars of High Courts and Deputy Commissioners to take action against people who do not file annual property returns online on behalf of the Human Resources Department.

It is reported that employees officers who do not give details of assets will be charged under Rule 7 and 8 of Haryana Civil Services Punishment and Appeal Rules, 2016. This includes dismissal from service under Rule-7, withholding of annual increment, heavy fine. Action will be taken under promotion, promotion and withholding of annual increment under Rule 8, general fine, withholding of promotion etc.

At the same time, officers who have not filed returns for two years, employees under Rule-7 and those who do not give details of assets for more than two years will be handed over charge sheets under Rule-8. If the answer to the charge sheet is not satisfactory, there may be a crisis ranging from salary, promotion, salary increase to job of the officers-employees.

Not only this, more than 50 percent of those who do not give property details include senior HCS. Among them are IAS children, ex-IPS wife, HCS husband and wife etc. In the same 22 districts of the state, DRO, 94 Tehsildar-Naib Tehsildar and 49 sub-tehsils are posted as Naib Tehsildar, out of which 80 percent have not filed property returns. .
