However, there may not be a need to constitute another Pay Commission to review the salaries, allowances and pensions paid to Central Government employees and pensioners as recommended by the Seventh Pay Commission.

Chowdhury informed the Rajya Sabha, the upper house of Parliament, that the Chairman of the Seventh Pay Commission had “recommended that the metrics may be reviewed from time to time without waiting for the long period of 10 years.”

According to the minister, “It (pay matrix) can be reviewed and revised on the basis of the Aykroyd formula, which takes into account the changes in the prices of items that make up the ‘basket’ of the common man. It is reviewed from time to time by the Labor Bureau in Shimla, Himachal Pradesh. It is suggested that this should be made the basis for revision of that matrix from time to time without waiting for any other pay commission.”

Also asked whether the government will increase the dearness allowance and dearness relief rates in view of the high WPI inflation? This was not necessary, Choudhary said, as the DA/DR is based on the AICPI-IW data provided by the Labor Bureau in Shimla.

By the way, central government employees and pensioners are waiting for another hike in DA/DR rates. The government can take a decision in this regard soon. Meanwhile, the state government of Tripura has approved a proposal to increase dearness allowance and dearness relief by five per cent respectively for state government employees and pensioners from July 1.
